DLA J-6, Program / Project Management
Support
This effort started in 1996 in support of the
Consumable Item BPI Program and SAMMS. These two
support efforts were combined in September 1996
to provide technical and management support to
all programs controlled by DLA MM. DLA later closed
the Defense Logistics Support Center in Columbus,
OH, and reorganized MM into the Defense Logistics
Support Command (DLSC), which assumed responsibility
for much of what the Support Center did. In 2000,
DLSC was deactivated and assets were divided into
two directorates, IO and Logistics Operations.
Ultra Tech provides support primarily to the IO
directorate.
The mission of the various support entities remains
virtually the same: to provide world wide logistics
support to military customers. IO provides information
services, readiness support services, supply support
management services, and executive and administrative
services. To accomplish these support functions,
DLA has designed and uses multiple Automated Information
Systems (AIS), some developed by DLA and some
are commercial off-the-shelf. As DLA migrates
into DII/COE, designated legacy systems will migrate
toward standard systems and will comply with DoD
Command, Control, Communication, Computers and
Intelligence requirements and standards.
Under sequential Task Orders, Ultra Tech provides
on-site technical and management support for current
and future BPI, AIS, and IRM program requirements
and milestones. Technical and management support
includes, but is not limited to: preparing command
level analyses, reports, and briefings; preparing
project management related documents and plans;
participating in DLA in-process reviews; participating
in project level working meetings; establishing
operational procedures for daily operations affecting
resource allocation processes; testing systems
and performing Independent Validation and Verification,
Information Assurance, collecting data and providing
documentation for resource allocation processes;
participating in formal program presentations;
and acquiring, installing, and integrating equipment
and supplies in support of DLA initiatives. Specific
focus areas include functional and technical assessment
of the DLA business cycle; interrelationships
among the Inventory Control Points, depots, and
vendors; post award contract management; external
interface migration; business module analysis
using automated modeling tools; and supporting
IRM, CM, and AIS plans with research, input, briefings
and drafts. Ultra Tech also:
- Reviews and analyzes BPI, AIS, and IRM program-related
contracts and delivery orders and tracks DLA
contractor and Government project and program
performance.
- Uses Gantt and PERT program management tools
to track program progress and trends, as well
as Microsoft Project software to provide program
management reports.
- Researches, captures, and presents collated
resource allocation data to support legal, regulatory,
and fiduciary expectations for Government reporting
and accountability.
- Recommends revisions / updates to AIS documentation,
version control, and baselines.
- Performs functional economic analyses for
AIS, BPI, and other initiatives, in accordance
with the Corporate Information Management Functional
Economic Analysis Guidebook.
